A delegation from the Nigeria Customs Command and Staff College (NCCSC), Gwagwalada, has embarked on a study visit to São Paulo, Brazil, to gain international operational experience and strengthen the training of officers of the Nigeria Customs Service (NCS).
The delegation is led by the Commandant of the college, Assistant Comptroller-General of Customs Dow Gaura, and includes the Deputy Commandant, Director of Studies, Comptroller of Customs Hannel Hadison, as well as other members of the college’s directing and administrative staff.
The visit is aimed at studying Brazil’s customs operations and identifying best practices that can be adapted to Nigeria’s customs administration to improve operational efficiency, professionalism and border security.
Speaking on the objectives of the engagement, Gaura stressed the importance of international cooperation and stronger partnerships among customs administrations in safeguarding the global customs network.
“The emphasis is on synergy, on cooperation, and on building blocks among world customs organisations that will safeguard the global customs network,” he said.
He added that an intelligence-driven approach, supported by professionalism and effective collaboration, would strengthen customs systems against security threats and attempts to exploit operational weaknesses.

“With an intelligence-driven and professional culture in customs, no one anywhere in the world will be able to penetrate our systems,” Gaura said.
According to the programme outline, participants will examine Brazil’s customs procedures, identify relevant lessons and incorporate applicable findings into the NCCSC training curriculum.
The college will also establish measurable benchmarks to assess how effectively the lessons learnt are translated into practical improvements in officers’ performance and operational capabilities.

As the apex training institution of the Nigeria Customs Service, the NCCSC is responsible for developing leadership skills, operational expertise and modern administrative competencies among officers across the Service.
The study visit is expected to strengthen the college’s capacity to deliver internationally informed training and promote intelligence-led customs operations in Nigeria.
