LASWA, NIWA Boost Safety Measures on Lagos Waterways Ahead of Festive Rush

As passenger traffic rises across Lagos waterways this December, the Lagos State Waterways Authority (LASWA) and the National Inland Waterways Authority (NIWA) have rolled out a strengthened joint safety and security operation to ensure safe travel throughout the festive season.

The initiative reflects both agencies’ renewed commitment to protecting lives, maintaining order, and improving coordination among water transport stakeholders.
“Safety on our waterways is not negotiable,” said the Special Adviser to the Governor on the Blue Economy. “This partnership with NIWA enhances enforcement, improves synergy with security agencies and vessel operators, and ensures a secure and enjoyable festive period for all.”

Core Elements of the LASWA–NIWA Festive Safety Strategy Joint Security Patrols
LASWA, NIWA, Marine Police and community volunteers will intensify patrols along major routes and terminals—especially during peak hours and night operations.
Unified Vessel Compliance Checks
Both agencies will conduct joint safety inspections and random spot checks to enforce licensing requirements, operational standards and proper safety equipment on all commercial passenger boats.

Enhanced Monitoring of Water Conditions
Real-time weather and tide monitoring will support early advisories and, where necessary, prompt route adjustments for safer movement.
Zero-Alcohol Policy for Boarding
All Passengers or crew exhibiting signs of intoxication will not be allowed onboard.

Safety Expectations for Waterway Users
Passengers are advised to:
• Wear life jackets correctly.
• Follow crew and authority instructions.
• Avoid overloaded vessels.
• Supervise children and report unsafe behaviour.
Operators must:
• Maintain valid licenses, accurate manifests and up-to-date safety equipment.
• Display emergency contact information clearly.
• Ensure properly trained crew and enforce capacity limits.

Incident Reporting
Emergencies can be reported to LASWA or NIWA officials at terminals or through hotline numbers displayed at jetties.
The NIWA Lagos Area Manager reiterated the shared responsibility of safety:
“This season is one of celebration. To ensure safe and smooth travel, regulators, operators and passengers must all play their part. Together, we will maintain safe navigation and full compliance across the waterways.”
