CUSTOMS LAUNCH BOOK UNVEILS THE IMPACT OF “NCS ACT 2023”

The reform journey of the Nigeria Customs Service (NCS) and its wider implications for Nigeria’s economy will come under fresh scrutiny on Tuesday, August 25, 2026, with the presentation of a new book examining the Service’s transformation and the implementation of the Nigeria Customs Service Act 2023.
The book, titled Nigeria Customs Service Act 2023: Historical Context, Service Reforms and Predicament of Application, was authored by retired Comptroller of Customs, Abdullahi Bello Gusau.
The presentation is scheduled to take place at the Ahmed Makarfi Hall, Nigeria Customs Service Command and Staff College, Gwagwalada, Abuja, with the Comptroller-General of Customs, Bashir Adewale Adeniyi, serving as Chief Host.
Zamfara State Governor, Dr Dauda Lawal, is expected to attend as Special Guest of Honour, while former Zamfara State Governor and Chairman of the Nigerian Governors Forum, Senator Abdulaziz Abubakar Yari, will serve as Chief Launcher.
The Sultan of Sokoto, Alhaji Muhammad Sa’ad Abubakar, is expected to serve as Royal Father of the Day, while former Kebbi State Governor, Senator Adamu Aliero, will review the publication.
Other dignitaries expected at the event include Senator Jibrin Isah, Chairman of the Senate Committee on Customs, Excise and Tariff, and Hon. Leke Joseph Abejide, Chairman of the corresponding committee in the House of Representatives.
The foreword to the book was written by Professor Kabir M. Danladi, former Head of the Department of Public Law, Faculty of Law, Ahmadu Bello University, Zaria.
Focus on Customs Reform and Economic Impact
The publication examines the historical evolution of reforms within the Nigeria Customs Service, with particular emphasis on the implementation and application of the Nigeria Customs Service Act 2023.
Beyond the legal and institutional dimensions of the Act, the book explores critical issues surrounding transparency, accountability, justice, due process, equity and service delivery within the public sector.
It also provides a broader assessment of how reforms within the Customs Service influence its operations, administration and relationship with the Nigerian economy.
The book presentation is therefore expected to provide a platform for policymakers, lawmakers, Customs officials, legal experts and other stakeholders to examine the progress, challenges and implications of ongoing reforms within the Service.
