Marine Ministry Unveils Digital Platform to Boost Transparency, Investment Confidence

 

The Federal Ministry of Marine and Blue Economy has launched an Enterprise Content Management System (ECMS) as part of sweeping reforms to deepen transparency, improve efficiency and strengthen service delivery across Nigeria’s marine and blue economy.
The digital platform was unveiled on Wednesday by the Minister of Marine and Blue Economy, Adegboyega Oyetola, alongside the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, during the Ministry’s Fourth Quarter 2025 Stakeholders and Citizens Engagement in Abuja.


Held under the theme “Positioning Nigeria’s Marine and Blue Economy for Investment, Innovation and Expansion: The Pathway,” the forum brought together regulators, private sector operators, development partners and investors from across the marine value chain.

Delivering the keynote address, Oyetola described the engagement as a critical step in repositioning the marine and blue economy as a pillar of economic diversification in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu. He said the ECMS represents more than an internal administrative upgrade, noting that it would enhance accountability, streamline workflows, strengthen records management and improve responsiveness to investors and sector operators.
“A digitally enabled Ministry is a more responsive Ministry,” the Minister said, adding that the platform would support faster decision-making and more transparent governance.

Oyetola highlighted Nigeria’s vast coastline and inland waterways as strategic assets capable of driving growth in maritime trade, fisheries, aquaculture, logistics and tourism. He disclosed that local fish production rose from 1.1 million to 1.4 million metric tonnes over the past year, attributing the increase to targeted interventions and improved coordination, while acknowledging the gap with national consumption demand.
The Minister also revealed ongoing engagements with financial institutions to provide single-digit interest loans for fishermen nationwide, aimed at boosting productivity and curbing illegal, unreported and unregulated fishing.

On the global front, he cited Nigeria’s election into Category C of the International Maritime Organization and its leadership role within the West Central Gulf of Guinea fisheries bloc as evidence of renewed international confidence in the country’s maritime governance.
Commending the initiative, Walson-Jack described the ECMS as a major leap toward paperless governance, improved institutional memory and faster service delivery, aligning the Ministry with the Federal Civil Service’s broader digital transformation agenda.
Stakeholders at the event reaffirmed their commitment to supporting reforms and investments that will drive sustainable growth across Nigeria’s marine and blue economy.
