“Why Banning Night Water Travel Isn’t the Answer” : Maiguwa

The President of the Maritime Security Providers Association of Nigeria (MASPAN), Mr Emmanuel Maiguwa, has outlined key measures to enhance safety and enable night-time navigation on Nigeria’s inland and coastal waterways.
Maiguwa, who is also the Chief Executive Officer of Bricks Murstern Mattoni Limited, said extending water transport operations into the night could significantly boost economic activities if adequate safety frameworks are put in place. He stressed that the focus of government policy should be on safety assurance rather than the imposition of blanket bans on night travel.
According to him, a regulatory approach that prioritises safety will support industry growth while reducing risks to passengers and operators. He identified critical requirements for safe night navigation to include the use of seaworthy vessels, properly trained crew, and clearly marked and well-maintained navigable routes.
The MASPAN president further noted that life jackets, while essential, do not prevent marine accidents but only help to minimise loss of life when incidents occur. He referenced recent accidents in which victims were found wearing life jackets, underscoring the need for more comprehensive safety measures beyond personal protective equipment.

Maiguwa also highlighted the role of technology in addressing challenges in the sector, noting that with modern navigation and safety systems, night travel on waterways can be conducted safely, as is the practice in many parts of the world.
He called for the full implementation of the Small Crafts Regulations contained in the Marine and Blue Economy Policy, stating that the policy framework is already in place and that attention should now shift to effective strategy execution and operational enforcement.
Emphasising the need for balance, Maiguwa advocated policies that safeguard lives while encouraging economic growth. He expressed confidence that with the right measures, Nigeria’s waterways can become safer, more efficient, and better positioned to support national economic development.
