Oyetola Commends Maritime Academy, Oron, on Commitment to Performance Bond, Ministerial Deliverables

The Minister of Marine and Blue Economy, Adegboyega Oyetola, CON, has applauded the Management of the Maritime Academy of Nigeria (MAN), Oron, for its dedication to implementing the Federal Government’s Performance Management System (PMS) reform in line with ministerial deliverables.

The commendation was delivered by the Ministry’s Director of Planning, Research and Statistics, Hajia Ibrahim Kalthum, who represented the Minister during a two-day Management Retreat and Ministerial Handholding Session on PMS and the Enterprise Content Management System (ECMS) at the Academy.

Hajia Kalthum said the reforms, driven by the Ministry, are designed to strengthen performance, accountability, and digital transformation across its agencies in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda.

She stressed that PMS is not merely a tool for staff appraisal but a framework for aligning institutional, departmental, and individual goals with national priorities through well-defined Key Performance Indicators (KPIs), capacity building, and accountability. Similarly, the ECMS, she explained, will eliminate inefficiencies by digitising records, streamlining workflows, and ensuring institutional memory.

“The Maritime Academy of Nigeria, as the nation’s foremost maritime training institution, must lead by example in embracing these reforms,” she said, urging the Academy to appoint PMS Champions to drive staff participation and awareness.
On his part, the Acting Rector of the Academy, Dr. Kevin Okonna, pledged continued commitment to the Ministry’s deliverables. He praised Oyetola’s leadership, noting that the Ministry has consistently earned top ratings in the Central Results Delivery Coordination Unit’s (CRDCU) assessment of ministerial performance.

Dr. Okonna highlighted the Academy’s 2024 achievements, including training 4,775 seafarers and dockworkers, expanding digital infrastructure for staff, enhancing capacity-building initiatives, and securing onboard training opportunities for cadets through engagement with shipping companies.
He further disclosed ongoing collaborations with the Nigerian Maritime Administration and Safety Agency (NIMASA) on safety standards, as well as plans to sign an MoU with the Abuja Memorandum of Understanding (MOU) on Port State Control for West and Central Africa.
Additionally, cadets are being registered with relevant professional bodies, including the Institute of Nautical Studies, the Institute of Marine Engineers, Science and Technologists (IMarEST), and the Chartered Institute of Logistics and Transport (CILT) Nigeria, to boost professional exposure.

The Rector also assured of full deployment of the ECMS in the Academy, describing it as pivotal for international recognition, accreditation, and compliance with global maritime standards.

The event, themed “Building Capacity for the Implementation of the National Policy on Marine and Blue Economy in Nigeria,” climaxed with the signing of the 2025 Departmental Performance Bond by Directors and Heads of Departments with the Acting Rector, witnessed by the Minister’s representative.
