Apapa Customs Unveils Digital Cargo Tracking – No More Diversion, No More Tampering

The Apapa Area Command of the Nigeria Customs Service has commenced the deployment of the Electronic Cargo Tracking System (ECTS), a digital innovation designed to enhance national security, eliminate cargo diversion, improve revenue assurance and accelerate trade facilitation across Nigeria’s ports.

The pilot exercise was conducted on Wednesday, 5 November 2025, using a container bound for the Kano/Jigawa Area Command  marking the first live operational test of the technology.

Speaking during the rollout at Apapa Port, the Customs Area Controller, Comptroller Emmanuel Oshoba, said the ECTS represents a major breakthrough in Customs automation as it allows real-time monitoring of cargo from departure point to final destination. The system applies electronic seals and authorised handheld devices to track container movement, prevent tampering and reduce the need for physical escorts.

He commended the leadership vision of the Comptroller-General of Customs, Adewale Adeniyi, describing him as a reform-driven leader whose automation policies are propelling Nigeria into globally compliant Customs standards — especially as Chairperson of the World Customs Organisation (WCO).

Deputy Comptroller Aondona Christopher Fanyam explained that containers under ECTS remain sealed throughout transit and can only be unlocked through three secured methods: remotely from the central system, through an authorised handheld device, or via a dedicated unlocking card at destination.

Chief Superintendent Rosemary Ebele Wenceslas, who leads the training unit, disclosed that 12 trained officers from FOU Zone A and Apapa Enforcement are participating in the pilot phase. She added that all Standard Operating Procedures have been fully communicated to ensure smooth onboarding and successful deployment.

The pilot initiative positions Apapa Command as the gateway for Nigeria’s nationwide rollout of the ECTS  setting a new benchmark for transparent cargo handling, enhanced security and improved trade competitiveness.
